One Borough, One Community. No-One left behind

Barking and Dagenham is a borough in East London; bordered to the South by the Thames Gateway and 9 miles from Central London. We are London’s growth opportunity. And over the next 20 years we will join forces to embrace and harness this change so it benefits everyone. We will ensure every resident has a fair opportunity to succeed in a rapidly changing world.

We have a lot to be proud; Barking and Dagenham boasts a history of enterprise, industry, and adventure. And now, we are the fastest growing borough in London – not just in terms of our population but also in terms of the amount of positive change taking place. With 50,000 new homes, 20,000 jobs and large-scale regeneration coming to the borough. We want our residents to have aspirations, to flourish as individuals and as families, to choose to stay in the borough and to be able to afford to do that.

Director of Homes and Assets

In this leadership role, you will provide strategic and operational leadership across a range of services including housing management; asset management of both commercial and council owned assets; highways infrastructure; health & safety; and broad FM services. Working alongside our new Director of Public Realm and with our Innovation HUB, you will use data and insight to drive both performance and new ways of working to improve the efficiency and effectiveness of these services.

Using your collaborative leadership style and key performance indicators, you will understand how to work with internal and external partners to deliver best in class service to our residents and communities. You will establish a professional, commercially focused landlord function, managing tenancy and lease conditions whilst engaging residents to improve customer experience.

You will be the strategic asset lead for the authority, developing robust and accurate stock condition information to direct the development of a lifecycle of asset management. You will lead the development and delivery of a 5-year capital programme for the Council’s own property and land assets by establishing a capital delivery team.

You will bring a focus on commercialisation to the services, seizing new opportunities to deliver positive outcomes for those living and working within the borough.

About you

With c26,000 homes within your remit, we are looking for an experienced leader within housing and asset management that has worked within a large, complex environment. You will have demonstrable experience of providing strategic leadership and vision to housing services, clearly setting out future aspirations. You will understand the legislative changes being bought about by the social housing white paper, and both the challenges and opportunities that brings for an organisation like ours.

With a drive and ambition to do things differently, you will be somebody that embraces change to drive service improvement, using quantitative and qualitative indicators to measure the performance and devise future strategies.

You will be a natural collaborator, system leader and outstanding communicator, that is able to build upon our well-established partnerships, ensuring there is collective focus and accountability on delivering positive change and action.
